Terms of Service

These terms apply when you use gcfilings.com or order a filing from ICR Filings LLC ("GC Filings," "we," "us"). By placing an order you agree to them.
1. Who we are
GC Filings is a brand of ICR Filings LLC, a Wyoming limited liability company. GC Filings is a private filing service. We are not affiliated with, endorsed by, or acting on behalf of the Contractors State License Board (CSLB) or any state licensing agency. Government fees are always shown separately from our service fee. You are not required to use this service; you may file directly with CSLB at cslb.ca.gov. We charge a flat service fee for preparing and submitting filings. CSLB fees are set by CSLB, shown separately, and passed through at cost.
2. Our services
We prepare and submit the CSLB filings you order, such as license renewals, original license applications, reactivations, additional classifications, qualifier and personnel changes, name and address changes, and workers' compensation exemption certifications. We are not a law firm, an insurance agency, or a surety, and nothing we provide is legal, tax, or insurance advice. We do not sell exam preparation or courses.
3. Your authorization
When you place an order you confirm that you are authorized to act for the business named in the order, and you authorize GC Filings to access your CSLB account (if you give us a login) and to prepare and submit the ordered filing on your behalf. CSLB forms are signed under penalty of perjury: you review and sign every form that requires your signature, and we never sign for you. If you give us a CSLB login, we keep the password encrypted, use it only for your order, and delete it when the order is completed or cancelled, or after 14 days if the order is never paid. You can change your password at any time.
4. Your information and the pre-check
You are responsible for the accuracy of what you tell us, including your experience, business details, workers' compensation status, bond status, and any criminal history CSLB asks about. We review every order against common CSLB rejection reasons, but filings are submitted based on the information you provide and certify.
5. Orders, pricing, and payment
Prices are listed on our pricing page. You approve the total, with our service fee and the CSLB fee shown separately, before anything is charged or filed. CSLB fees can change; if CSLB's fee differs from the amount shown when we file, we tell you before charging the difference or refund it.
6. Processing times and outcomes
We work orders Monday through Friday, excluding holidays. CSLB controls its own processing times, exam scheduling, approvals, and enforcement decisions. We never promise a CSLB completion date, and we do not guarantee that CSLB will approve an application or waiver.

8. Communications
By placing an order you agree to receive emails about that order. We only send text messages if you opt in separately. See our SMS Terms.
9. Referrals
If you ask us to coordinate a contractor bond, we introduce you to a surety partner. The surety sets and charges the bond premium, and we may receive a referral fee from the surety.
10. Limitation of liability
To the extent allowed by law, our total liability for any claim related to a filing is limited to the service fees you paid us for that filing. We are not liable for indirect or consequential losses, including lost jobs or revenue, or for delays or decisions by CSLB or any other agency.
11. Governing law
These terms are governed by the laws of the State of Wyoming. Any dispute will be handled in the state or federal courts located in Wyoming, unless the law requires otherwise.
