How to Replace an RMO or RME: CSLB's 90-Day Rule
Updated October 30, 2026
Every classification on a license needs a qualifying individual. When yours leaves, two 90-day requirements start from the disassociation date.
The two deadlines
- Tell CSLB. A Disassociation Request must reach CSLB within 90 days, signed by personnel on the license. If it is late, CSLB uses the date it received the notice, which leaves the qualifier responsible until then, and suspends the license or removes the classification.
- Replace them. File an Application for Replacing the Qualifying Individual within 90 days ($230 fee). That application can also serve as the notice of disassociation.
If you need more time
CSLB allows one 90-day extension on a written request signed by an officer on the license. If you dispute the date or have good cause, you can petition the Registrar for one. File early: CSLB warns that processing delays can still cost you the license or the classification.
RMO or RME?
An RMO is an officer of the company. An RME is a bona fide employee, permanently employed and working at least 32 hours a week or 80% of the hours the business operates. An RME can qualify only one active license at a time, and cannot also hold an active sole owner license.
The qualifier bond
An RME, or an RMO with less than 10% of the voting stock, needs a $25,000 Bond of Qualifying Individual. An RMO with 10% or more files an exemption certification.
The new qualifier still has to qualify
They need experience in the classification and the exams, unless a waiver applies, such as already qualifying a license in that class within the last five years. A qualifier has to actually supervise the work. Paying someone for the use of their license is not a real qualifier arrangement, and CSLB treats license renting as fraud.
